PES Labor Category Education, Experience & Functional Responsibilities
Program Manager 1 General Experience and Education: Has five (5) years of experience in related technical and management discipline.  BS Degree or equivalent.

Functional Responsibilities: Define, manage, and oversee project execution.  Ability to plan budgets, develop milestones, define project schedules, access and report project status, and schedule and oversee resources.  Ability to interface with customer to define tasking requirements
Reports on program status.
Program Support Specialist 3 General Experience and Education: Has five (5) years of experience in general program/project support.  BS Degree, BA Degree or equivalent.

Functional Responsibilities: Provides support to customer and PM with respect to project administration including specifically scheduling, resource allocation, graphics production, and office management. The ability to work unsupervised and to supervise others. The ability to execute plans for project operations
Consulting Engineer General Experience and Education: Has twenty (20) years of experience and possesses unique experience, skills, and expert knowledge in highly specialized technical, functional, and/or process areas within the engineering discipline or across engineering disciplines.  BS Degree or equivalent in Engineering, Science, or other related field.

Functional Responsibilities: Provides leadership for engineering of systems, system elements, interfacing systems, components, devices and/or processes.  Applies best industry practices and standards, leading-edge technology, and innovative solutions to intractable problems.  Works directly with customer management to apply advanced principles, theories, and concepts and develops comprehensive solutions to complex problems.  Defines key concepts for planning, deployment, integration, operation and/or enhancement of state-of-the-art and/or legacy systems.  Employs methodologies for guiding others in problem resolution. Develops insightful solutions to meet fiscal, technological and schedule constraints
Senior Systems Architect General Experience and Education: Has fifteen (15) years of experience with system level design, development, verification and implementation.  Proficiency with skills of SSE.  MS Degree or equivalent.

Functional Responsibilities: Demonstrated multi-disciplinary technical knowledge necessary to successfully support all phases of project execution from concept development to operational support.  Ability to lead diverse technical teams and develop system concepts, system designs, specifications, development guidelines, test guidelines, and operational support of complex systems.  Ability to define and present technical information to senior industry and government officials.  Ability to provide technical direction for all tasking for all phases of project execution
Senior System Engineer General Experience and Education: Has ten (10) years of experience with system level design, development, verification and implementation.  Proficiency with skills of SE3.  BS Degree or equivalent.

Functional Responsibilities: Ability to apply theoretical knowledge of scientific principals to develop systems solutions to engineering problems.  Ability to develop specifications for and/or tools for conducting feasibility and trade studies.  Ability to define and present technical information to industry and government officials.  The ability to successfully manage all technical aspects of a project, including technical resources
System Engineer 3 General Experience and Education: Has five (5) years of technical experience with systems engineering and design techniques for complex engineering systems requiring multi-disciplinary expertise.  Proficiency with skills of SE2.  BS Degree or equivalent.

Functional Responsibilities: Conduct design review and structured walk-through presentations.  Communicate with department management and functional users on project requirements, activities, and status.  Ability to work unsupervised and supervise others..
System Engineer 2 General Experience and Education: Has two (2) years of technical experience with systems engineering and design techniques for complex engineering systems.  Proficiency with skills of SE1.  BS Degree or equivalent.

Functional Responsibilities: Demonstrated proficiency with tools and techniques utilized by CTI.  Requires competence in all phases of systems engineering techniques, concepts and methods.  Guides users in formulating requirements, advises alternative approaches, and conducts feasibility studies.  Ability to work unsupervised and supervise others
System Engineer 1 General Experience and Education: This is typically an entry level position that requires no previous system engineering experience.  BS Degree or equivalent.

Functional Responsibilities: Utilizes general skills and knowledge to solve specific technical or scientific problems relating to the design, analysis, and specification of engineering systems.  Ability to utilize simulation tools to conduct trade studies and perform simulation analysis in support of development of system specifications.  Ability to work unsupervised.
Technician/Analyst 1 General Experience and Education: This is typically an entry level position and requires experience in general engineering, research, and science communities.  AS Degree or equivalent.

Functional Responsibilities: Under supervision, provide general technical support, research, and analysis of engineering problems within the individual’s scope of expertise.  Experience with investigating, troubleshooting, and analyzing embedded hardware and software systems.
Senior Integration and Test Engineer General Experience and Education: Has ten (10) years of experience with the development and execution of test documentation and procedures, administration of test databases and test tools, and interfacing regularly with the system and software developers to communicate and resolve problems.  Experience in the development and execution of system and software integration and test activities.  Proficiency with skills required of ITE3.  BS Degree or equivalent.

Functional Responsibilities: Mastery of testing systems involving multi-disciplinary expertise.  Develops test requirements, test plans, and test concepts.  The ability to successfully manage all technical aspects of a project, including technical resources
Integration and Test Engineer 2 General Experience and Education: Has two (2) years of experience with the development and execution of test documentation and procedures, administration of test databases and test tools, and interfacing regularly with the system and software developers to communicate and resolve problems.  Experience in the development and execution of system and software integration and test activities.  Proficiency with skills required of ITE1.  BS Degree or equivalent.

Functional Responsibilities: Technical experience with test and evaluation for engineering systems.  Requires competence in one or more phases of systems testing techniques and the associated concepts and methods.  The ability to work unsupervised and to supervise others
Integration and Test Engineer 1 General Experience and Education: This is typically an entry level engineering labor category.  Requires knowledge and technical capabilities in testing of engineering systems.  BS Degree or equivalent.

Functional Responsibilities: Technical expertise with testing of engineering systems including industry and government test regulations, adherence to test plan, conducting system tests, documentation of test performance, and identification of root causes for system failures in accordance with test design.  The ability to work unsupervised
Senior Software Engineer General Experience and Education: Has five (5) years of specialized experience in software engineering.  Proficiency with skills required of SWE3.  BS Degree or equivalent.

Functional Responsibilities: Demonstrated mastery of software development in multiple programming languages or systems.  Develop and implement software test plans and procedures.  Ability to specify hardware for integrated systems.  Ability to supervise others on diverse projects. The ability to successfully manage all technical aspects of a project, including technical resources
Software Engineer 3 General Experience and Education: Has five (5) years of specialized experience in software engineering.  Proficiency with skills required of SWE2.  BS Degree or equivalent.

Functional Responsibilities: The ability to develop software specifications and requirements.  Must be able to contribute to the definition, analysis, architecture, modeling, design, development and testing of software.  Must possess a knowledge of application programming involving database access including SQLServer, Oracle, etc or knowledge or real-time application development.  The ability to supervise and provide technical leadership and mentoring in a number of software development techniques and skills.  Ability to interface with customers to identify software requirements
